How do i friggin get rid of these brown dots on my leggg!!!?

okay so i have these brown dots all over my legs.

and no its not because of my shaiving. my legs have just always been like this.

but i have heard that its darkening of the hair follicle

and i have also heard to that you can get laser hair removal to get rid of it.

well im only 16 and hair removal is deffinitely not an option. especially since I'm only 16 and its a lot of money.

so does anybody know if there are ways to get rid of these annoying ugly brown dots??

such as a cream or something??
