Well, I've alway conditioned just the end of my hair. But I was never told it was so that my hair wasn't weighed down. It's because if you put conditioner all over your head, then your hair gets really greasy even quicklier.
But there are certain conditioners that you meant to put all over your head.

Your first answer is actually correct. Your scalp has it's own natural oils so there is no need to condition the scalp even after shampooing.

#1 is correct. And you cannot condition the hair follicle since it is in your scalp. So keep the conditioner on the ends and not on the scalp.
