How is body hair aware of its length?

Shave the hair on your head and it will grow to be two feet long. Shave the hair on your arm and somehow the hair knows when to stop growing to match the length of the surrounding hairs. The hair is dead the follicle is alive yet the hair seems to communicate to the follicle that "everything looks good from up here" and tells the follicle to stop growing or let the hair fall out. How does this communication happen and how does the follicle know its hair has been shaven and know when to start growing again?

  1. To be precise, only head hair, and only a part of it which doesn't shed, as well as nails, really doesn't stop growing, body hair follicles simply don't stop their activity, which is different.
    My arm hair, as a male, stops at about 1 cm of length, or little more, yes the follicle is still active, in fact it grew all the hair back that time I shaved it, to that same exact length. It sheds hair as well, as we all have a layer of a few shorter, among the majority of long ones, they are hair that used to be as long as the other ones, but have been recently shed.
    Hair doesn't shed all at once because all hair have a different age, the total cycle is much longer than the growing cycle, but only as long as we shave the hair never stops growing for the whole cycle. It's as if the body is aware something damaged our "fur", it's just natural :).
